Anton has several years of experience in consulting and structuring of infrastructure and PPP projects, including participation in legislative and policy PPP framework development for Federal and Regional governments in Russia. He worked both on public and private mandates in transportation, waste management and water PPPs. Anton finally changed his focus to PPPs after engagement in structuring the first and largest Toll Road PPP project in Russia while working with Freshfields Bruckhaus Derringer (St. Petersburg-Moscow High Speed Motorway (public mandate, 2004, $6,5 bn valuation as of 2004). Later on Anton worked on a number of other PPP and infrastructure projects in transportation, waste management and water treatment and innovation. Anton established and manages Deloitte & Touche CIS PPP Practitioner’s Network uniting over 25 CIS, CEE and international PPP and Project Finance professionals. He initiated and co-managed Deloitte’s first and very successful participation in IJ League Table Ranking, where Deloitte was named the #1 Financial Advisor for Transport Projects in 2007. Based on his experience Anton was speaking recently on frameworks and policies for successful PPP projects implementation in emerging markets at such industry events as St. Petersburg; IJ Transport Investment Forum – 2008, Scotland; AmCham Roundtable Seminar “Public-Private Partnerships: Together for Better Future” – 2007, Euromoney Conference. Russian Infrastructure and Project Finance Conference – 2008. Anton is also often invited shares his experience and vision on PPPs in CIS at seminars and roundtables for officials from emerging market economies, e.g. UNECE one week seminar for regional and municipal officials "State and municipal governance of public-private partherships" in Moscow - 2008, Round table for the government, called by the Prime Minister of Kazakhstan "Development of PPP in Kazakhstan Republic" – 2008. Anton is regularly published to comment on trends in infrastructure finance, PPPs and regulatory issues, such as "Investments: International Capital and Russian Infrastructure".
