The IRF is a global association assembling a great variety of both public and private sector agents in road development. Caroline has worked with the Dutch Ministry of Transport, Public Works and Water Management as a policy advisor on procurement policy, intelligent transport systems and public-private partnerships. She has been seconded with the French Road's Directorate with the department issuing and managing the French motorway concessions, before joining IRF in January 2008.

Within IRF she is responsible for the PPP programme, which encompasses activities as capacity building, lobbying, research and publications on the subject of road PPPs.
