Having practiced for over 15 years, he has a wealth of experience in project finance, concessions and other forms of PPP/PFI projects, notably in the fields of infrastructure and energy, as well as in procurement projects concerning electricity, oil and gas.

Florentin Tuca is also highly skilled in drafting laws and regulations, being involved in the development and implementation of the legal framework relating to concessions, privatization, banking and other areas. He is a regular speaker and writer on topics related to corporate law, PPPs, concession and other legal matters.

Florentin Tuca has also handled as co-ordinator, numerous privatizations, joint-ventures, mergers and acquisitions as well as corporate restructuring projects. He has gained a wide reputation in handling complex domestic and international arbitration, particularly in relation to privatization and cross-border disputes.

He is fluent in English and French.

Projects:

• Lead counsel for WS Atkins International Ltd. in its capacity of main consultant of the Romanian Ministry of Public Works, Transport and Housing and of the National Administration of Roads for the preparation of a public-private partnership strategy for roads;
  
  
Assisting Vinci Construction Grands Projects and Vinci Concessions in a EUR 400.000.000 PPP for the building and operation of the section Predeal-Comarnic of the Bucharest-Brasov highway;


• Lead counsel for IntelCan Canada in a EUR 200.000.000 project for the construction and development of Brasov airport;
  
  
• Lead legal counsel for the European Bank for Reconstruction and Development (EBRD) in connection with financing to Apa Nova, the concessionaire of the water and sewage services in Bucharest, for the construction of a water treatment plant (Crivina);
  
  
• Special advisor for the Romanian Government with relation to the identifying and surpassing the Romanian legal framework restraints regarding financing, building, modernization maintenance, management of public goods and services;
  
  
• Special legal counsel in connection with a review of the laws related to public domain, more particularly with respect to the investments in public ownership including concession over State owned land and related real estates projects.
