The aim of the study is the development, test and finally the evaluation of a new proposed model, which can be used in those PPP/PFI projects, which are partially or completely funded by the products/services’ users. It is an algorithmic type model, which simulates the appropriate steps that the Project Committee has to follow, during a PPP competition process, in order to evaluate tenders’ financial bids in the criterion of lowest charge of users and to estimate the final amount that users will be charged. The model, which provides a new theory focusing on clients, was tested for user friendliness, verification, sensitivity analysis and validation.
